When attempting to revoke a RDS license the option is greyed out.
The official Microsoft response to this is:
“RDS Per User CALs are not enforced by RD Licensing. As a result, client connections can occur regardless of the number of RDS Per User CALs installed on the license server. This does not absolve administrators from Microsoft Software License Terms requirements to have a valid RDS Per User CAL for each user.”
This however makes it pretty tricky if you are using the RDS console for any true-up activities.
As a work-around in order to reset these licences we simply reset the database to clean and then let users check in and consume the licenses.
- Open a command prompt as administrator
- Type the following command to stop the RDS Licensing service and press enter:
sc stop TermServLicensing
- Type the following command to delete all files in C:\Windows\System32\lserver.
del /s /q /f C:\Windows\System32\lserver
- Type the following command to restart the RDS Licensing service and press enter:
sc start TermServLicensing
Note: you may need to re-add any per-user licenses to the server
